Associate Superintendent, Pinal County School Office
Yvonne Billingsley has devoted the past 22 years to teacher quality and school improvement as a classroom teacher, staff developer, director of an education service agency, and associate superintendent. For the past seven years she has managed the Pinal County School Office Educational Service Agency researching effective practice programs, designing curriculum, and providing professional development for teachers, administrators, paraeducators, and substitute teachers. She serves 19 school districts, 14 charter schools, and 2 private schools within Pinal County and other schools throughout Arizona. Her main goal is to increase student performance and the number of highly qualified teachers in Arizona classrooms.
Starting in 1992 Yvonne’s duties expanded past school room responsibilities when she was selected as a staff developer for local, state and national trainings and conferences. She wrote grants to support education initiatives and has been involved in several National Science Foundation Grants as a participant, trainer and CoPI. She was named the Arizona National Presidential Award for Excellence in Mathematics and Science Teaching in 1993 and in 1999 was a FMF participant in the Japan Fulbright Memorial Program for Teachers.
In 2004- 2005 Yvonne was involved in the following committees and task forces:
- Member of the National Research and Development Sub Committee under the direction of the National Association of Educational Service Agencies
- Arizona Joint Department of Education Certification and State Board of Education Teacher Quality and Certification Task Force
- Arizona Department of Education State Task Force for Induction Standards
- Arizona Department of Education State Task Force for Sheltered English Immersion
- Chair and member of the Pinal County Curriculum Consortium
- Committee member of the Arizona Regional Training Centers State Consortium
- Participant of the 84th Arizona Town Hall on PreK-12 Education: Choices for Arizona’s Future
Yvonne’s background includes teaching for 15 years in Arizona public schools and serving as an administrator for the Pinal County ESA. She was born in Trinidad Colorado, graduated from Northern Arizona University with a BS in Consumer Sciences, Post Degree in Elementary Education and a Masters Degree in Educational Leadership. She has lived in Arizona since 1979. |
