Governor Napolitano’s Equity in State Contracting Initiative is focused on increasing state contracting opportunities for small, minority, women and disadvantaged enterprises to ensure market competition in state procurement. To further this goal, the State of Arizona forged a partnership with the Arizona Department of Transportation, the City of Phoenix and the City of Tucson to create an integrated business directory, or one stop shop, encompassing these certified firms. The first step, access to each entities directory, is provided below.
Note that all certified Disadvantaged Business Enterprises can located at www.azdbe.org. To be certified as a Disadvantaged Business Enterprises, a firm must meet United States Department of Transportation regulation requirements. The Arizona Department of Transportation and the Cities of Phoenix and Tucson are the sole entities certifying Disadvantaged Business Enterprises in Arizona. This website includes the names, locations and types of work performed by these entities. It also includes the requisite application paperwork and contact information for the partners. If you are interested in becoming certified, firms located in Maricopa County are encouraged to apply with the City of Phoenix. Firms in the City of Tucson are encouraged to apply with the City of Tucson. All other firms, statewide, should apply with Arizona Department of Transportation. |

The
City of Phoenix Minority, Woman, and Small Business Enterprise
Program (MBE/WBE/SBE) was established to provide opportunities
for traditionally underutilized local firms to participate
in procurement and construction subcontracting opportunities
offered by the City. Program services include the certification
of Maricopa County firms wishing to participate in the program,
training, technical support, networking opportunities with
City staff and prime contractors, SBE bid incentives on goods
and general services, and a subcontracting goals program for
the utilization of certified MBE/WBE/SBE firms on public works
contracts. The City's website link provides an online directory
of City certified M/W/SBE firms and information on all services
offered under the M/W/SBE program.

Providing opportunities and incentives to certified firms located
in Pima County to do business with the City of Tucson on projects
and contracts administered by the City's Procurement Department.
Mayor and Council adopted the City of Tucson's Minority and
Woman-Owned Business (MWBE) Program on August 5, 1996. The Program
was implemented on October 1, 1996.
