Executive Order 2006-12 established the Governor's Citizen Traffic Stop Advisory Board in accordance with the settlement of litigation brought against the Arizona Department of Public Safety (DPS) alleging instances of racially biased policing. The Board is charged with reviewing DPS's practices, policies and procedures related to racial profiling, traffic stops and vehicle searches, ensuring that the settlement agreement is adhered to, receiving public input, and making recommendations to the Governor and the DPS director regarding proposed changes or improvements in DPS's racial profiling policies or procedures. The Board consists of nine members appointed by, and who serve at the pleasure of, the Governor. These shall include at least four members of the Governor's African American and Latino Advisory Councils.
